Zagreb: From brownfield to smart district through digital twins

The intervention area, Block Badel, is located close to Zagreb’s historic city centre and has a long industrial and urban history. The site includes protected industrial heritage buildings and has been the subject of multiple planning initiatives and international architectural competitions over the past decades.
 
As a partner city of WeGenerate, Zagreb aims to consider possibilities for:
  • Regeneration of Block Badel as a smart neighborhood focused on citizens
  • Using digital tools and data to support transparent and informed urban planning
  • Taking steps towards a digital city twin with modular, thematic components
 
Before WeGenerate, Zagreb already had a strong foundation in place: a clear legal and planning framework, an international competition for the location, and an existing 3D city model (ZG3D). The city also collaborated in a Knowledge Sharing Program with a consortium led by the Korea Development Institute in cooperation with the Seoul Institute, to review smart city strategies and their good practices that would contribute to the future revision of its existing smart city strategy. The aforementioned project considered the possibility of a pilot smart district linked to the WeGenerate project.
 
The city has developed dashboards and spatial data tools covering land use, demographics, socio-economic indicators, and traffic. These tools are designed not only for city administration but also for public communication, increasing transparency and citizen engagement.
 
Zagreb will use WeGenerate to explore the potential application of digital tools to create a digital twin of the Blok Badel pilot area on the topic of climate change, including heat islands, traffic and public space use. The above example thematic module could be integrated with other modules in the future single access point of the City's digital twin. Blok Badel would serve as a living laboratory and demonstration case, both for WeGenerate and for future city development projects.
